So that the same skill stays the same skill across two providers and two sites.

O*NET describes the activity in finer grain.

We draw on it where a job title is too coarse to capture an actual task.

The DQR describes qualifications, not roles.

It states the level of a qualification, not what one skill needs inside a role. That confusion is the most common flaw.

Inside a role: four steps, deliberately coarse.

None, low, medium, high. A finer scale suggests a precision a role description does not have.

Co-determination

Why roles are described here and not people, Section 94 BetrVG

Section 94 BetrVG puts assessment criteria under the consent of the works council. A skill profile kept per employee very probably falls under it. That is a decision about architecture, not about rollout.

The requirement hangs on the role.

Skill levels describe a target role and a role cluster. They are not an assessment of individual employees.

Nothing is kept per person.

No profile per employee is built inside the Company Workspace, neither visibly nor in the background.

Things become personal only at registration.

Even there it is about participation and dates, not a rating. Going further means going through co-determination.
