In detail

Here capability is not bought. It is granted.

Switching authorisation and responsibility for an installation presuppose training and instruction, but come into being through a decision of the operator.

  1. Prior knowledge

    Training and previous work on the grid or on the plant.

  2. Programme

    A technical building block from a provider, with dates and a certificate.

  3. Instruction

    Internal instruction on the company's own assets and rulebooks.

  4. Appointment

    The operator grants switching authorisation and responsibility in writing.

  5. Practice

    First switching operations under supervision, then independently.

A learning path here does not end on the last day of the course, it ends at the internal release. Otherwise the trained cohort still may not switch.

Delivery

Qualification under shift and standby duty

A grid has no quiet season, but it does have a construction season and a standby roster. Both are predictable.

Shift model
For a control room only shift accurate planning works: every group gets the same block, offset, with cover in place.
Location
Switching is not learned on a model. A training station on site, simulated grid situations, theory remote.
Release from work
Standby duty and qualification rule each other out in the same week. Release belongs in the standby roster.
Group size
In field work and metering viable groups form. In the control room the target group is single figures per shift.

Section 97 (2) BetrVG applies as soon as the rebuild changes work beyond existing knowledge. Where qualification is underpinned by collective agreements, it calls for documents rather than declarations of intent.

Cohort fit

High, with one clear exception

Metering and field work carry cohorts. The same change for many, prior knowledge from few occupations, and a rollout runs to a schedule.

The control room does not. Few people carrying high responsibility in continuous shift operation. There the individual learning path holds.

Documentation is not extra work. Operation and safety already require evidence. The records meet routines that exist already.
