The total headcount does not count. What counts is how many face the same shift in their work profile.

In technical work usually through recognised training occupations. If it scatters widely, the cohort falls apart into individual cases.
A size at which structure pays off.
From roughly 500 employees. Below that the effort of clustering cannot be justified.

Electrification, software inside the product, automation and digital quality reach production, quality and maintenance at the same time.
high
Many people on the same equipment, regulated prior knowledge, a scheduled ramp-up. The strongest case.
Industrial IoT, digital services on the product you sold, robotics in your own production, digital twins in engineering and commissioning.
high, but only across sites
Unproblematic in your own production. In service and engineering a group only forms across several works.
Grid build-out, active grid steering, the rollout of intelligent metering systems, storage, and heat and hydrogen as new asset classes.
high, except in the control room
Metering and field work are ideal. Control rooms staff too few people, so there the learning path carries the load.
Decarbonising process heat, advanced process control, digital laboratories and new production processes.
high on content, demanding on timing
A shift team on the same plant is unusually homogeneous. Continuous operation demands several identical runs.
Process automation, digital customer interaction, analytics inside decisions and new digital products.
lower than in industry
The starting point scatters, the trigger rarely has a date. It holds in large operations units, not in small specialist teams.

The approach carries wherever a larger change pushes many employees in a comparable new direction. Only the delivery constraints differ: shift, location, release from work and group size.
